two.1.4) Short description

Counter Terrorism Policing (CTP) requires the following end to end service for a Direct Entry scheme for Detective Constables (DC) and/or Police Constables (PCs). The services must include the following;

- Talent search and selection (with a strong focus on ensuring diversity in the recruitment approach)

- Recruitment

- Provision of Training facilities and accommodation for the cohort During the initial foundation training prior to deployment in the community

- Provision of Training Materials for Foundation Policing Training for Police Constables or Detective Constables in accordance with College of Policing Guidelines

- Services could include the provision of instructors/trainers for the Foundation Training.

The services are required for the end to end services from a single provider or through a managed service where the lead contractor is the single point of contact for CTP.

CTP is a nationwide organisation which partners with host forces across the UK to provide counter terrorism capability. Police officers are seconded from host forces into CTP.

A direct entry scheme therefore looks for a centralised approach to CTP recruitment but with contracts of employment being with the host force.

two.2.4) Description of the procurement

CTP had a need for a direct recruitment entry scheme for 25/26 for a number of Police Officers or Detectives. The services are expected to include the following in-scope requirements;

- Talent search and talent attraction (nationwide)

- Assessment and recruitment of successful candidates

- managing candidates as they progress through police vetting

- Provision of facilities and accommodation for successful candidates during the period of foundation training

- Provision of foundation training materials.

Out of scope:

CTP will organise the police vetting

Scope to be determined:

CTP can provide the instructors for the training, however we are interested in what the marketplace may be able to provide to meet this element of the Demand Entry scheme.

six.3) Additional information

Interested companies are requested to register their interest on the Authority's e procurement portal (Coupa) and complete and return a market engagement questionnaire. This will assist the Authority in considering applications and the size and capability of potential suppliers.

Market Engagement Questionnaires must be completed and submitted by 5pm on 24th January 2025 in order to be considered. Completion or non completion of a questionnaire will not prevent any company from participating in any future procurement if held.
