The provision through a framework of travel care and support services for children and young people with special educational needs and children looked after, who primarily travel from home to school; and vulnerable adults who primarily travel from home to day care services, plus other locations as required. This procurement is comprised of 2 lots. Lot 1 for regular journeys and lot 2 for ad hoc journeys. Routes will be called off as and when required for varying durations as set out in the ITT.

Section six. Complementary information

six.1) Information about recurrence

This is a recurrent procurement: No

six.3) Additional information

The travel services being procured are for vulnerable children, young people and adults’ resident in Hammersmith & Fulham. Service users may have disabilities and or mobility difficulties and some complex, as well as multiple needs. The services being procured are seen as critical by the Council in ensuring important access to education and day centres, service-user wellbeing and social inclusion. As such the Council expects high quality travel care and support to be delivered under the contract (s). Tenders can be submitted for one or both lots. Both lots are further split into categories of vehicles and whether or not a travel care assistant is required. The Council considers that the requirements of Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply to some regular routes and a mini-competition will always be held in those circumstances. Where TUPE applies the successful contractor may be required to provide pension protection for ex-local authority staff. Lot 2 for ad hoc taxi provision will be subject to call off contracts as and when required by direct award to suppliers who are appointed to the framework, through a ranking process. The Council reserves the right to terminate the process at any time prior to award of contract. The Council does not bind itself to accept the lowest tender, or any tender received and reserves the right to call for new tenders should they consider this necessary. The Council shall not be liable for any costs or expenses incurred by any tenderer in connection with the completion and return of the information requested in this contract notice, or the completion or submission of any tender.
