The Kings Lynn Youth Retraining Pledge (KLYRP) project is managed by Norfolk County Council, and is an integral part of the skills infrastructure for unemployed and lower skilled young people in the town. The project is establishing the Kings Lynn Skills Partnership, the ‘Skills Department’ for the area, which will deliver a wide range of employment and skills activity - driving forward Kings Lynn Town Improvement Plan ambitions, and increasing the skills and life opportunity for young inhabitants of the area. The King’s Lynn Youth Retraining Pledge is a 2-year project which will deliver a package of support in youth skills, youth employment and young adult workforce development in the King’s Lynn locality. In support of this Norfolk County Council is seeking to establish a multi provider framework for the provision of youth training and employment services.

Please note the estimate value stated in Section II.I.5 is the estimated spend across both Lots. The actual level spend between the Lots cannot be predicted and will very much depend on take up. The service specification provides an estimate volume however, please note that the Council cannot guarantee the actual number of individuals attending a course, or number of courses or workshop/mentoring sessions being delivered. Actual numbers may be higher or lower than the estimates provided.Please note that the maximum number of providers admitted the framework is unlimited. The figure input in the Envisaged Maximum Number of Participants to the Framework Agreement field in section IV.1.3 has been input due to this being a mandatory field.This is a Light Touch Regime Framework Agreement let under Regulations 74 to 77 of the Public Contract Regulations 2015 (as amended), under which the Council has flexibility regarding the process or procedure to be used when purchasing certain Services, which includes the Services included in this framework agreement.The Council reserves the right to reopen this Framework Agreement for new applicants during its Term. Providers will be able to apply to join the Framework on an open basis on the same terms and conditions and on the same criteria as stated in the Invitation to Tender, unless the Council deems that amendments are required as a result of changes in legislation or changes within the Council. The Council reserves the right however, to close the framework for new applications if it deems this appropriate.Subject to the availability of funding and satisfactory performance, the Framework Agreement may be extended by a period of up to 24 months (in increments if deemed necessary). Subject to any extensions, the Framework Agreement shall not extend beyond 31 March 2026.This procurement will be managed electronically via the Council`s e-procurement system.
