Peterborough City Council (PCC) is establishing the Care & Repair Specialist Deep Cleaning and Decluttering Framework.

The overall aim of the works specified within the Care and Repair Specialist Deep Cleaning and Decluttering Framework Agreement is:

To assist and support elderly, vulnerable and disabled local residents (adults and children) to live independently and be warm and safe. The work is aimed specifically at assisting hospital discharge, where a patient cannot return home due to the condition of the property and preventing admissions and readmissions by reducing the risk of accident and illness due to poor housing conditions. The work will be undertaken in conjunction with the Home Service Delivery Housing Programmes Team within Peterborough City Council. The work will predominantly be in the Peterborough City Council Unitary Authority area. Most will be in the city, but some will be in the surrounding areas of Peterborough.

two.2.4) Description of the procurement

Efficiently deliver specialist deep cleaning, decontamination, decluttering and clearance services in occupied or empty domestic properties due to occupier being in hospital or interim care setting.

Maintain capacity for busy periods

Complete an average of between 25 and 35 jobs per year. This can vary as it is reliant on demand and budgets.

Use responsive and suitably experienced Contractors with an in-depth knowledge and understanding of people displaying hoarding behaviours and/or persistently self-neglecting their home environment.

Use locally based contractors to aid in the responsiveness of the service.

Deliver high quality work with minimum disruption for clients.

Obtain value for money

Commence urgent work within 24hrs of receipt of instruction and within 5 working days from receipt of instruction for all other work.

To complete the cleaning work within an average of 2 working days unless an exception is agreed with the Housing Programmes Team and declutter clearance work as agreed at the site visit.

Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: elderly, disabled (mentally and/or physically), vulnerable, on a fixed or low income. This list is not conclusive.
