This Voluntary Ex-Ante Transparency (VEAT) relates to the annual renewal for part of the University of Birmingham's (Dubai) Insurance provision. The University of Birmingham is looking to continue its insurance arrangements for health cover for University of Birmingham Dubai, awarded to Orient Insurance P.J.S.C. with cover provided by Allianz via Mercer Marsh. The policy is due to renew during January 2025 on the basis of renewal terms from Orient Insurance P.J.S.C. and Allianz, alongside Mercer Marsh having conducted a detailed market survey. The University is satisfied that the best terms and premium, representing best overall value for the University, have been achieved. The market survey resulted in five quotes from different health cover providers, enabling the University to make an informed decision on best value. Through negotiation a further 5% discount was achieved of the best and final figures.

Although it would be prudent to undertake a tender for the University's health insurance, there are a number of reasons why this is not yet possible:
• In the last twelve months there have been three serious and significance claims which have had a detrimental effect on the claims experience.
• The confirmed claims experience is not available until Q2 meaning the information was not available in time to undertake a tender.
• Insurance inflation in the Emirates is consistent across the board. This has increased significantly this year resulting in higher premiums for all customers. This is demonstrable in the quotation the University has received.
The engagement with Orient Insurance P.J.S.C. for the cover provided by Allianz currently meets the requirements of the University and enables further cover should it be required.
