This Dynamic Purchasing System (DPS) is being established in accordance with the Light Touch Regime (regulations 34) of the Public Contracts Regulations 2015 (and any subsequent amendment) to delivery Services to the Council in accordance with this Specification.

The DPS will be let for an initial period of eight years commencing from 1st April 2023 with the option to cancel the DPS at the discretion of the Council.

Individual Placement Call-off made under the DPS may vary in duration dependent on Service User needs. This will be confirmed when the call-off order is placed for each individual placement.

The Council makes no guarantee regarding the number or frequency of Individual Placements to be made under the DPS Agreement.

Scope

For South Kesteven, this as a statutory service under Homeless Reduction Act 2017, for other areas the service is at their discretion, delivered to support Service User appropriate to the User’s needs following assessment by the Council’s Housing Options team. Service users can be single Persons, couples and families. The Service will be required to provide temporary accommodation suitable all types of Service User for period(s) agreed between the Council and the Service Provider.

Strategic Relevance

For South Kesteven, it is under the statutory home duties; for other areas, it is linked to the Lincolnshire homeless strategy. For Change for Lincolnshire this is linked to the Rough Sleeper Scheme.

• To establish a DPS Agreement based on Service Providers suitability to meet requirements

• To provide the Council’s Housing Options team with a method of procuring Services that is efficient, simple and cost effective, and responsive to demand

• To establish a DPS Agreement that is accessible to SME providers

• To deliver Social Value benefits to the South Kesteven District

• The DPS will deliver a mix of accommodation across the geographical locations and suited all types of Service User needs.
