This PFI Concession Agreement was awarded in July 1999 for the provision of a Land Registry Solution for Northern Ireland. It was originally awarded for a period of 17 years (2 years for system development and 15 years for service delivery). However due to delays in the development phase, the Agreement was extended during the initial stage of the Contract for a further 3 years. The original PFI expired in July 2019 and was modified to include an extension of 2 years (until July 2021). This further modification will extend the Agreement until July 2026.

The current Contract for Land Registry Services in NI expires on 6 July 2021. It has become necessary to continue to support Landweb Services beyond the expiry date of the existing Contract. The extension will be for a period of 5 years at an estimated value of £20.5m.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

It has become necessary to continue to support Landweb Services beyond the expiry date of the existing Contract. The IPR of the system is owned by the incumbent Contractor and there are technical reasons relating to the bespoke and complex nature of the solution which would lead to substantial duplication of costs and unacceptable risks of supplier failure to transfer the service to another supplier. The modification is for 5 years.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The IPR of the system is owned by the incumbent Contractor and there are technical reasons relating to the bespoke and complex nature of the solution which would lead to substantial duplication of costs and unacceptable technical risks which would not allow for the service to be transferred to another supplier.
