Herefordshire and Worcestershire Health and Care Trust is looking to commission a community-based pain management service covering the South of Worcestershire County( Worcester City, Droitwich, Malvern, Upton, Tenbury, Pershore and Evesham) and Redditch and Bromsgrove.

The aim of the service is to restore physical function in individuals affected by persistent disabling musculoskeletal (MSK) pain, through combined physical and psychological treatments. The intervention programme can be delivered in groups or 1:1 sessions.

This notice serves as an intention to award a contract under the competitive process of the Provider Selection Regime (PSR).

two.2.4) Description of the procurement

Herefordshire and Worcestershire Health and Care Trust is looking to commission a community-based pain management service covering the South of Worcestershire County( Worcester City, Droitwich, Malvern, Upton, Tenbury, Pershore and Evesham) and Redditch and Bromsgrove.

The aim of the service is to restore physical function in individuals affected by persistent disabling musculoskeletal (MSK) pain, through combined physical and psychological treatments. The intervention programme can be delivered in groups or 1:1 sessions.

The objectives of the service are to:
• Provide effective services to reduce the development of persistent (chronic) musculoskeletal pain syndromes (functional restoration group programme).
• Provide a safe evidence-based, high quality and integrated service for patients with persistent pain.
• Provide physical, lifestyle, psychological and behavioural interventions that support patients and their carers to develop individual strategies to manage their pain, enabling them to lead more normal lives with reduced disability.
• Employ a multidisciplinary approach to management, providing assessment, intervention, review and support.
• Decrease the inappropriate use of healthcare resources by patients with persistent pain.
• Work effectively with primary care teams for maximum patient benefit avoiding unnecessary secondary care interventions or repeat out-patient attendances.
• To provide education and training to health care professionals.
• To successfully deliver excellent clinical outcomes and a positive patient experience.
• Work with patients and partners to develop patient support group/self-help groups which bring together people who share a common pain management experience for support, education and mutual aid – reducing personal isolation.

Contract length will be for three years with the option to extend by a further two years.

This procurement exercise falls within the regulations of the Provider Selection Regime Competitive Process. The process is a One Stage process.

This notice serves as an intention to award a contract under the competitive process of the Provider Selection Regime (PSR).

The decision to award this contract in line with the Competitive Process was based on evaluation against the basic selection criteria (in the form of a Selection Questionnaire), which was assessed and the PSR key criteria.
The provider selected for award has been chosen as they passed the basic selection criteria and were the highest scoring bidder overall, against the key criteria.
After conducting a Competitive Process, taking into account the key criteria and applying the basic selection criteria, Herefordshire and Worcestershire Health and Care NHS Trust is content that the providers bid sufficiently met the key criteria and thus can proceed to contract award under the Health Care Services (Provider Selection Regime) Regulations 2023.
The evaluation panel consisted of representatives from Herefordshire and Worcestershire Health and Care NHS Trust.

This is a Provider Selection Regime (PSR) intention to award notice.
