This is for delivery of basic numeracy skills courses for those aged 19 years and over who do

not hold a formal maths qualification.

The courses are designed in a way to reduce education inequalities within communities and

to reduce barriers to entry. These courses will be delivered within communities in the hope

that the fear around education is reduced and that people’s confidence will grow and strive

to gain a qualification.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Maths for everyday life - debt.

This is for delivery of basic numeracy skills courses for those aged 19 years and over who do

not hold a formal maths qualification.

The courses are designed in a way to reduce education inequalities within communities and

to reduce barriers to entry. These courses will be delivered within communities in the hope

that the fear around education is reduced and that people’s confidence will grow and strive

to gain a qualification.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The Community Development Service within Ards and North Down Borough Council were

successful in their bid for funding from the Department of Economy for £79,800 to deliver a

programme on Maths or Everyday Life - Debt. This programme will deliver basic numeracy

skills for those aged 19 years and over who do not hold a formal maths qualification.

The Council already has a contract for the delivery of Community Advice which includes debt

management. This contract is mainly funded by the Department for Communities.

The contract provider, Community Advice Ards and North Down (CAAND) provide debt

advice and are perfectly placed within the community to deliver additional courses themed

around maths support with the learning outcome being managing debt.

Therefore, the Council intends to modify this contract and ask CAAND to deliver this

programme.

A VEAT Notice (2024/S 000-037679) was issued on 21 November 2024 to inform the market of the Council's intention to modify the contract.
