The Authority is seeking a Service Provider to manage the allocation, ongoing provision of the Authority’s emergency temporary accommodation and to provide Intensive Housing Management to the occupants in their properties enabling a timely move on to more settled accommodation.

Caridas House provides 14 units (5 x single and 9 x family) and Priory Place 5 single units of emergency temporary accommodation for people who are homeless in Gloucester whom the Council have a statutory duty to rehome.

two.2.4) Description of the procurement

The Authority is seeking a Service Provider to manage the allocation and ongoing provision of emergency temporary accommodation which is in Authority ownership and to provide Intensive housing management to the occupants in their properties to enable a timely move on.

Caridas House provides 14 units (5 x single and 9 x family) and Priory Place 5 single units of emergency temporary accommodation for people who are homeless in Gloucester to whom the Council have a duty to rehome.

The Service Provider will be responsible for managing both Caridas House, Priory Place and be available to take referrals from the Authority l, undertake risk and needs assessment to sign up new service users between the hours of 9am and 7pm Monday to Friday.

The Service Provider will work in partnership with the Authority l providing the necessary intensive housing management support enabling service users to become ‘tenancy ready’ including benefit maximisation, arrears management, accessing Choice Based Lettings (CBL), property bidding and signposting to additional services, as required.

The Service Provider will be responsible for the collection of all occupancy charges relating to temporary accommodation. These will be reimbursed to the Authority l quarterly.

The Service Provider will ensure that properties are maintained to a high standard and any undue delays in re-letting are kept to a minimum.

The accommodation shall only be available for the housing of Homeless Nominees in accordance with this Contract.

The successful Service Provider must have significant experience of providing housing-related support.
