This consultant appointment is key to that and we are looking for a consultant who truly wants to work collaboratively with us to share knowledge and support us in increasing our in-house capabilities through a flexible approach. As we recruit staff and refine the project, needs may change and we will have open dialogue with you about progress from both sides, as well as any change in scope and approach.

Given the scale of the assessments being delivered, we expect to see economies of scale, particularly as the area based approach should mean repetition of very similar properties and the ability to reduce travel times by carrying out surveys in constrained area within a single day.

As Retrofit Coordination requires regular on-site presence we will work with you at the earliest stages to develop our programme and identify those tranches to go first which will require an external RC to help you to resource this.

two.2.4) Description of the procurement

The Riverside Group (TRG) have made a significant commitment to improving the energy efficiency of our homes. We have a target of bringing all our homes up to a minimum of EPC Band C by 2030 and to net zero carbon by 2050. We aim to :

? reduce the contribution to climate change that our homes make,

? protect our residents from rising energy costs

? enable our residents to heat their homes to guideline temperatures

? improve indoor air quality

? eliminate damp and mould.

TRG have applied for SHDF funding to take 1100 properties up to EPC Band C. We have carried out a number of surveys already, some of which found properties were already at a C and this is informing our data improvement. The project consists of approximately:

? London ? 150 (1 tranche)

? Carlisle ? 150 (1 tranche)

? Liverpool ? 800 (3 / 4 tranches)

The size of each tranche and distribution between the areas will be refined as surveys are returned.

Whilst the driver for this project is to deliver SHDF funding, TRG will be taking an area based approach so may include properties that are funded through other sources or where works are minor, funded solely by TRG. If we are unsuccessful in SHDF funding, we will still proceed with a project at approximately 50% and we will work with you to scope this ?fallback? project so that resources are not wasted on work that may not be taken forward.

Given the SHDF timescales some activities will happen concurrently. For example, we will expect to move to immediately surveying properties, at the same time, you will review our wider eligible properties to produce a total survey list.

Similarly, surveys will still be taking place as our contractor mobilises in March and April and there will be an opportunity to work with the contractor at this stage.

We will stagger the start of tranches in discussion with the contractor and in response to resident engagement.
