Scope

Description

London Borough of Barnet requires the provision of Passenger Assistants to assist Service Users from home to schools, colleges and other destinations while on transport. There may also be a requirement for Passenger Assistants to assist Service Users to walk from home to school and school to home.

This procurement will establish an open framework agreement. The framework will operate for an initial 3 year period and will be re opened every 3 years, for a maximum total duration of 8 years, in accordance with the Open Framework provisions of the Procurement Act 2023. Therefore, the initial OFA term will run for a three-year period, the second OFA term will run for a further three-year period, and the final OFA term will run for a two-year period.

Description of risks to contract performance

London Borough of Barnet recognise at the point of tender publication that known risks may arise during the lifetime of the open framework agreement. These are identified in accordance with Procurement Act 2023, Schedule 8, 5 Materialisation of Known Risk that could jeopardise the satisfactory performance of the contract but because of its nature could not be addressed at point of contract award. Identification of known risks in the tender documents is intended to provide transparency should possibility of modification be required.

The known risks being:

•Change in legislation which has financial implications for contract delivery

•Supplier becoming an "Excluded Supplier"

•Supplier going insolvent/into administration, etc.

•Supplier no longer meeting PSQ criteria
