two.1.4) Short description

Hartlepool Borough Council, (HBC) requires a new dry recycling contract with a suitable organisation for the sorting, processing and sale to end markets of its dry recycling material resources. This contract must continue to support our existing fully co-mingled at the point of kerbside collection strategy.

HBC will undertake kerbside collection of recyclate in conventional refuse collection vehicles (RCV) but these vehicles will only operate within the Borough of Hartlepool boundary.

For practical purposes on the day of kerbside collection HBC will either tip RCV loads directly at:

• Contractor's MRF within Borough of Hartlepool boundary; or

• Agreed Transfer Station within Borough of Hartlepool boundary for further onward bulk transport by Contractor. HBC currently owns and operates a kerbside collected recyclate transfer station for bulking up purposes prior to transport to current MRF. The costs for operating this facility, if proposed to be used under a new contract, would be factored into the overall tender evaluation process.

The Contract will commence on the 1st April 2021 for an initial period of 24 months will the potential for 3 x 12 month extensions

This tender will be a 1 Stage Process under the Public Contract Regulation 2015 Open Procedure.
