During STEP ONE of the selection process, the selection team will determine on a pass/fail basis whether the Bidder

- has submitted a complete and compliant online SPD Scotland response

- is NOT in breach of the mandatory grounds for exclusion

- in the case of the discretionary exclusion grounds, is NOT considered ineligible at the discretion of the Council, in accordance with Part III of the SPD and Regulation 58 of the Regulations.

During STEP TWO of the selection process, the selection team will determine on a pass/fail basis whether the Bidder meets the

- economic and financial standing selection criteria

- technical and professional ability selection criteria relating to quality assurance and environmental management requirements;

as deemed appropriate for the Project and set out in the online SPD Scotland module.

In addition, the selection team will determine a final score for each Bidder based on the examples the Bidders provide in the ‘SPD Experience Form’ and their Health and Safety responses.
