South Tyneside Housing Ventures Trust Limited (The Trust) is an independent, private, not for profit company operating across South Tyneside. It was established in 2013 and is registered with the Regulator for Social Housing (Registered no.4786).
The Trust currently provides 440 homes, including homes for families, people over 55, and people requiring support to live independently. Over the next two to five years the Trust plan to develop 260 extra care homes, 70 general needs homes and 30 homes with support.
The Trust is South Tyneside Council’s preferred partner to deliver their Adult Social Care Accommodation Strategy, and the aim is to provide homes and support services of exceptional standard.
STHVT reserves the right to change without notice the procedure for awarding the contract, to reject all or anybids for the contract, to terminate the process and not to award a contract at any time without any liability on itspart. No contract will be created between STHVT and any party until a contract is executed between STHVT and the winning bidder.
STHVT do not guarantee the volume of Services that will be awarded under this agreement.
Tenders and all supporting documentation for the contract must be in English and must be priced in sterling.
STHVT is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in, or tendering for this contract opportunity.
Any agreement entered into will be governed by English law and will be subject to the exclusive jurisdiction ofthe English Courts.
All communications must be made through the eTendering portal Delta e-sourcing. STHVT will not respond to any queries or requests to participate made via any other method.
The Northern Housing Consortium have been appointed by STHVT to conduct the Tender exercise only, they will not be party to any agreement for the Services set out in the contract.
STHVT are looking to appoint a single contractor to undertake the Housing management, repairs and maintenance for the initial period of 4 years and with potential options to extend to a total of 10 years.

The contracting authority will incorporate a minimum 10 calendar day standstill period at the point informationon the award of the contract is communicated to tenderers. The Public Contracts Regulations 2015 (SI 2015No 102) (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breachof the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must bestarted within 30 days beginning with the date when the aggrieved party first knew or ought to have known thatgrounds for starting the proceedings had arisen. The Court may extend the time limit for starting proceedingswhere the Court considers that there is a good reason for doing so but not so as to permit proceedings to bestarted more than 3 months after that date. Where a contract has not been entered into, the Court may order thesetting aside of the award decision or order the contracting authority to amend any document and may awarddamages. If the contract has been entered into the Court may only award damages or, where the contract awardprocedures have not been followed correctly, declare the contract to be ‘ineffective’.
