Scope
Description
The three categories outlined above will be procured under a single tender, structured into three separate lots using a Competitive Flexible Procedure that will result in the award of one or more utilities contracts in accordance with the Procurement Act 2023:
• Lot 1 (estimated £3.1m):
Bespoke ECN components Harnesses are required by critical DTS (Data Transmission System) and PIS (Passenger Information System) parts. These bespoke components also form part of the design integration for the other saloon systems, i.e. CCTV. The design has been verified and validated.
Previous market engagement indicates limited interest from 3rd party suppliers for the Bespoke ECN harness scope. Therefore, Bespoke ECN harnesses are separated from the remaining ECN scope to ensure competition for Lots 2 and 3 is not restricted.
• Lot 2 (estimated £772,800):
All remaining ECN harnesses will be made available to qualified suppliers with the capability and interest to deliver complete harness assemblies. This approach is designed to promote competition.
• Lot 3 (estimated £701,730):
A range of electrical miscellaneous parts will be procured with reference to specialised packaging and labelling in the correct sequence to support efficient installation.

London Underground Limited (LUL) is seeking to procure Electrical Material for 1992 Tube Stock(92TS) Central Line Fleet, on behalf of the Central Line Improvement Programme(CLIP) .
These materials will be used in supports Central Line Fleet, Rail Vehicle Accessibility Regulations (RVAR) Project system installations.
The proposed tender is to be issued in three Lots, and the award for both Harnesses (Lot 1&2) and Lots 3 Componets will awarded in line with the evaluation criteria for the Most Advantageous Tender (MAT). TfL reserves the right award each lot to one, two or three suppliers to supply all three Electrical Materials.
Suppliers must be able to demonstrate experience in delivering and supporting manufacturing and supply of materials for use on railway related applications or similarly regulated sectors.
This notice commences the formal procurement process.
This contract will be awarded under the Procurement Act 2023.

Expression of Interest
Bidders to express interest to participate via contacting Allen Awatefe (allenawatefe@tfl.gov.uk) by the specified date.
Publication of Tender Documents
All relevant documentation, including specifications, terms and conditions, and evaluation criteria, will be made available via TfL's eTendering portal Ariba.
Clarification Period
Bidders may submit clarification questions regarding the tender documents via the portal by the specified date. Responses will be shared with all participants to ensure equal access to information.
Submission of Tenders

Evaluation of Tenders

Award Decision
The contract will be awarded to the most advantageous tender (MAT), subject to internal approvals and standstill period requirements.
Contract Finalisation
Following completion of the standstill period, the successful bidder will be invited enter into contract with TfL.
