Leicestershire County Council are procuring a new Floating Support Service for people with mental health and dual diagnosis (substance misuse) needs in Leicestershire.

As part of our Strategic Plan 2018-2022, Leicestershire County Council (LCC) is committed to ensuring that no working-age adult, with mental health as their primary need, be placed in permanent residential care. Through the provision of a flexible ‘step up/step down’ model of support, the Floating Support Service will aim to promote and encourage independence, assisting people to maintain their own tenancies, access the correct level of support with the aim of reducing the need for residential care and/or readmission to hospital.

This new service will look to:

• Support people to live independently and safely through the provision of support in their own homes and the community.

• Enable people to recover and develop the capacity to live more independently in their communities.

• Develop the capacity of people to maintain their recovery and their ability to live as independently as possible.

• Increasing people’s access to community assets and circles of support.

The Provider will ensure that people with mental health needs are key partners in shaping the service and work with them, their Carer’s, and Commissioners to adapt the service to meet changing needs in an appropriate way. The Provider should use a range of methods for delivering the Service to maximise coverage and capacity and to meet people’s needs in a personalised way.

Service provision will mainly consist of 1:1 support and there is an expectation that the successful Provider will devise a mechanism for the measurement of aggregating and reporting outcomes in the following areas:

• Meaningful Activity

• Belonging and Relationships

• Choice, Control and Autonomy

• Hope

• Self-Perception

• Wellbeing

• Physical Health
