Liverpool City Region – Decarbonisation Project

Scope of Work

The Liverpool City Region is embarking on a leading programme with the local authority partners to transition the public estate buildings to Net Zero Operation and have been assembling a project opportunity to bid into the upcoming Public Sector Decarbonisation Scheme Phase 3c (https://www.salixfinance.co.uk/schemes/phase-3c-public-sector-decarbonisation-scheme) to help support the cost of the works. The programme (if successful) would be delivered over 2 years 2024-26 and would achieve a 20-25% Carbon reduction from the built environment. Funding applications have been lodged in October and outcomes advised by March 2024.

The project is looking at 50 sites of mixed use (i.e., Town Halls, Leisure, schools, Offices and libraries) and will be set out in lots per local authority partner that will be required to be undertaken (partly) simultaneously to achieve the time restrictions. The overall project value is around £50m. The programme includes fabric improvements to sites along with low carbon heating fit-out and renewable energy generation.

Suppliers will be expected to provide high quality, competent services that will include;

• Insulation and window replacement

• LED Lighting

• Heat Pump installation

• Heating system replacement

• PV installations and battery storage

• Controls

• Commissioning

In addition, the contractor will be expected to manage district heating connection interface to historic buildings.

The contractor will be required to design and install the full services required for all sites and must manage any specialist resources required for the undertaking.

All works will commence on site in May 2024 and must be completed by 31st March 2026.

To this effect we will be holding a market engagement event.
