Hull City Council (The Authority) is seeking tenders from interested organisations to provide Specialist Housing Related Support. The Tender is split into 4 separate Lots. The tender process to be used is an open procedure (Light Touch Regime). The contract is anticipated to commence 1 December 2024 with the initial term of the contract ending by 30 November 2029 with an option to extend for a period or periods of 12 months, not to exceed 24 months (30 November 2031). The Authority has estimated the value of the Services for the 7-year period to be £7,731,214.40. The contracts though have a level of flexibility with the ability to increase the Number of Units, Service hours, if there is the demand, throughout the term of the contracts, this flexibility allows for the full- term total value for all contracts under the 4 Lots to increase to a maximum of £29,834,231.84.

The service will provide homes (either temporary or permanent – dependent on the circumstance of the person). The Service will act as an early intervention and preventative service to support vulnerable people at risk of homeless to provide the skills, resilience, and pathway to improve independence for people.

The individual contract values stipulated within this Award Notice are based on the rates tendered but the Authority, shall review the rates on a yearly basis with the possibility of an uplift to the hourly rate which shall take place annually in April, the first review shall take place in April 2025. The total Estimated Total value stipulated within Section II. 1.5, though considers any possible uplift.
The Value in Section II. 1.5 also considers the Light Touch flexibility to increase the Number of Units, Service hours, if there is the demand, throughout the term of the contracts. Any further awards though shall be procured via Call Off Mini-Competitions.
