Lincolnshire County Council will be undertaking a procurement in line with Regulation 27 of the Public Contract Regulations 2015 (PCR) as an open procedure for a NHS Health Checks Software Service (HCSS).

The HCSS will provide a key role in the delivery of NHS Health Checks in Lincolnshire and is integral to the effective delivery of the programme. The HCSS is commissioned to actively contribute to the high level of local performance including the recording, reporting and processing of data via a software solution and technical support.

The HCSS shall contribute to the wider programme agenda of reducing preventable disease and improving health and wellbeing for Lincolnshire residents,

two.2.4) Description of the procurement

Lincolnshire County Council is inviting tenders for the supply of an NHS Health Check Software Service (HCSS.) The HCSS shall provide Health Check software, technical support and reporting functionality. Health Check software shall work across a number of different clinical systems (such as EMIS and Systm One) and Health Check templates will be provided (and maintained) to Health Check providers for the duration of the contract.The HCSS is a critical component of the wider NHS Health Check agenda. Together, in collaboration with a range of key stakeholders, the service shall contribute to improving the health and wellbeing of Lincolnshire residents.

The HCSS will opeate with a single provider of services countywide, within a defined annual service budget. The contract will run for an initial contract period of 24 months (including a 3 month implementation and mobilisation phase) with the option to extend for a period or periods of up to a further 60 months. The procurement is being undertaken in line with Regulation 27 of the Public Contract Regulations 2015 as an open tender.

The contract will be let for an initial contract term of 24 months commencing upon contract execution, for a three month mobilisation period (April 2021 - 30th June 2021) followed by 21 months of business as usual provision. The contract may be extended for a period, or periods, of up to a further 60 months. The maximum contract duration will be a period of up to 84 months.
