The East of England NHS Collaborative Procurement Hub is establishing a multi-lot framework agreement to support the commissioning of services that address health inequalities and the wider determinants of health.

The framework provides a compliant, structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It strengthens collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services.

The framework is built around three core themes:

Voice & Influence: Helping people and communities shape services, exercise choice, and play an active role in decision-making.

Community-Led Services for Social Impact: Supporting services delivered by local organisations and communities, focused on needs identified at a local level.

Prevention & Cessation: Commissioning services centred on prevention, early intervention, and behaviour change, helping reduce demand for crisis or acute care.

Services include support with mental health, housing stability, employment, financial inclusion, domestic abuse, and wider preventative services.

This is an open framework, which will reopen again in 2026.

Note regarding contract documents:

Due to the number of lots within this framework (23 lots), the contract documentation has been uploaded once under Lot 1 only.

The contract uploaded to Lot 1 contains the full framework terms and conditions, specification, and commercial provisions applicable to all lots. Commercially sensitive information has been redacted in accordance with section 94 of the Procurement Act 2023.

The contractual terms apply equally across all lots and, as such, duplication of the same contract documentation under each individual lot has been considered unnecessary.
