Description

This procurement sets out Birmingham's plans to jointly commission a Birmingham Community Equipment Loan Service (BCELS) to meet the health and wellbeing needs of all citizens.

This service will be commissioned via a Section 75 pooled budget arrangement between Birmingham City Council (BCC) and NHS Birmingham and Solihull Integrated Care Board (BSol ICB). This service provides Community equipment to reduce unnecessary admissions to hospital, prevent delayed discharge from hospital, and assist with everyday tasks, enabling people to live independently at home. The type of equipment can range from simple mobility aids, such as crutches and walking frames, to more complex and expensive items such as profiling beds and hoists. Items are provided free of charge, on loan or single issue, to people of all ages who meet the agreed criteria.

The prospective provider will undertake all duties related to the operation of a community equipment service including but not limited to supply, logistics, fleet, storage, delivery of equipment, collections, servicing, maintenance, repairs, decontamination and recycling.

This market engagement exercise and the phases outlined above do not form part of any potential or subsequent procurement process and should not be treated as a formal call for competition. The intention of this market engagement is purely to assess and consider in order to assist the council in developing the most viable and efficient future delivery service for this area.
