Explanation:
The direct award approach is considered appropriate and justified by:
* Referring to the Procurement Reform (Scotland) Act 2014, section 12, which allows a contracting authority to award a health or social care service without seeking offers, below a value of GBP 663,540, provided appropriate considerations are taken into account (in line with the Scottish Government’s Procurement of care and support services: best practice guidance).
* Taking into consideration the importance of ensuring there is no gap in service delivery to reduce the impact to the supported individuals using the service as well as minimising the disruption and damage that could be caused to valuable relationships that have been formed by not having a sufficient mobilisation/transition period.
* The need to engage further with the market to develop the requirement and carry out a full competitive tender procedure which will be allowed through the time provided by a direct award.
