Interested providers were submitted an outline specification and provider assessment pack within which providers were able to submit proposals, providers were also asked to consider variant bids based their experience of services they support elsewhere.
Provider assessments requested that likely providers submitted evidence responses around the 5 key criteria under the PSR;

A provider assessment panel was established inclusive of clinical, operational and financial representation. Provider engagement sessions were also established to allow 30 minutes of direct dialogue with likely providers to aid the assessment of suitability, the panel were then assembled to asses and reach moderated scores against provider responses based upon the evidence submitted in responses and throughout the direct engagement sessions.
It was determined that all 5 criteria were to be assessed equally in terms of prioritisation when selecting the most suitable provider, therefore an evidence based scoring card approach was utilised allowing a maximum score of 25 (5 per criteria) to be achievable by any one likely provider - the most suitable provider achieved the highest score of 21 across the assessed providers.
One perceived conflict of interest was identified among the assessment panel with an extended family link to a provider unsuccessful in this process. The non-conflicted panel members and Wessex NHS Procurement LTD assessed the nature and risk of this conflict and determined that the moderated scoring process was sufficient to mitigate any perceived conflict.
