Description
ATT are procuring the renewal of our Microsoft Volume Licensing agreement under the Enrolment for Education Solutions (EES) programme. This includes Microsoft 365 licences and associated products for Academy Transformation Trust (ATT), covering its 22 academies and central office. The licences will be assigned to our single Microsoft 365 tenant.

The procurement is being carried out through the SUPC SLRA Lot 1 Microsoft & Associated Services via the Chest Microsoft EES Education Qualified User Agreement. A direct award will be conducted via the desktop calculator which based on 90% price and 10% relationship management, product knowledge and added value. This led to Phoenix Software Ltd being the number one ranked supplier. The price provided ex VAT is £394,928.64 over the total contract duration of 3 years.

The direct award approach is necessary because ATT's current Microsoft Volume Licensing agreement expires on 28/02/2026. Running a full competitive process within the remaining timeframe would risk service disruption and loss of access to critical Microsoft 365 services across 22 academies and the central office. These services underpin teaching, learning, and operational continuity. To mitigate this, ATT used the SUPC SLRA Lot 1 framework and applied the desktop calculator methodology (90% price, 10% relationship management, product knowledge, and added value) to identify the most economically advantageous supplier. Phoenix Software Ltd ranked first, ensuring best value and compliance within the time constraints.
