Description

The delivery of Grounds Maintenance Services at the properties set out in appendix 1 to the Invitation to Tender (ITT), to the standard and frequency set out in appendix 2, of the ITT.

There are 78 properties included in the contract split into 2 lots. GIS mapping has been carried out; the individual site maps and a detailed bill of quantities are available.

Description of possible extension:

Provided the KPI's have been met, the contract has the option to extend, by mutual agreement, a maximum of twice, each time for 36 months.

Lot constraints

Description of how multiple lots may be awarded:

This Grounds Maintenance procurement is made up of 2 lots. Lot 1contains 76 of the 78 properties, whilst Lot 2 contains just 2 properties situated in Settle and Ingleton. SACS recognise that the properties in Lot 2 are located a significant distance from the rest of the properties to be serviced under the contract and have therefore made bidding for Lot 2 optional.

Contractors MUST tender for Lot 1; it is a condition of participation in the ITT. We recognise that the 2 schemes in Lot 2 are geographically very distant from the Lot 1 properties. Therefore, bidding on Lot 2 is entirely optional. We will Score Lot 1 for both quality & price and rank contractors in order, and only then will we evaluate Lot 2 pricing.

In the event that the 2 most advantageous tenders for Lot 1 do not submit Lot 2 pricing we will not evaluate Lot 2 pricing, we will procure the Lot 2 services independent of this ITT.

Description

76 Properties in (predominantly) urban Yorkshire from Sheffield in the South through to Ripon in the North, but mainly in West Yorkshire.

Description

2 properties very distant from the properties in Lot 1. These properties are in Settle and Ingleton on far west of North Yorkshire.

Market engagement indicated that many contractors would be unable to service these and therefore if the contract was offered as a single lot they would not bid.

Justification for not publishing a preliminary market engagement notice

Insufficient time to issue a UK2, due to FTS buyer status issues however market engagement was carried out under the auspices of a UK3.
