Justification for not using lots
Consideration has been given to a lotting strategy. However as there are common requirements across the three NIP, PPP and EPRR areas, and it is considered that the most efficient route would be one contract and no separate lots, taking advantage of the economies of scale and complete operational oversight.

Description of risks to contract performance
It is a known risk that there could be another Pandemic during the term of this contract which could jeopardise the satisfactory performance of the contract. But because of its nature, this cannot be addressed in the contract as awarded. This would require the supplier to perform additional services and for The Authority to pay for these services. This payment is not included in the estimated total contract value.
In addition, there may be statutory reorganisation of public bodies in the health sector during the contract term which may require amendments to the contract.
