Scope
Description
This procurement is for the Supply of Negative Bearings to support the Circle, District and Hammersmith & City Lines fleet known as S7 Stock and will support the S7 Stock Programme Lift.
The total amount is circa £1,551,699 to cover the Project fleet requirement expected to be completed in 2030.
The justification for awarding this proposed contract is in accordance with the Procurement Act 2023, Section 41.6 Schedule 5 paragraph 7 which states:
Additional or repeat goods, services or works
(7) The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where-
(a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and
(b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.

As part of the S7 Programme Lift, it is necessary to replace the existing negative bearings. These bearings are designed and manufactured by Schaeffler to Alstom's (formerly Bombardier Transportation) specifications and are integral to the bogie assembly and axle integration, including the negative shoegear. The intellectual property rights and detailed technical specifications remain exclusively with Schaeffler and are not available to London Underground Limited (LUL).
Therefore, this contract will be for the provision of repeat goods from Schaeffler in accordance with the Procurement Act 2023, Section 41.6 Schedule 5 paragraph 7 which states:
