Scope
Description
Monmouthshire County Council (MCC), wishes to establish a single provider contract for the provision of high quality and cost-effective maintenance services, and to benefit from the economy of scale of combining the two council networks. MCC is managing the procurement process on behalf of the participating authorities (Monmouthshire CC and Torfaen County Bourough Council), in accordance with the Procurement Act 2023. This is a services contract being procured under the Open procedure, and any contract award will be subject to the terms and conditions contained within the tender documentation. Upon Award, each authority will enter into its own contract with the successful supplier.
On the above basis, MCC is inviting Tenders from suitably qualified and experienced contractors for the provision of, and maintenance of street lighting and illuminated traffic signs, along with associated facilities and services, as detailed within the contract documents. These term maintenance contracts are being tendered by MCC for itself, and Torfaen County Borough Council (TCBC). This will take the form of two separate NEC3 2006 (Option A, with bills of quantities) contracts with a shared Preliminary Items section.
It is the requirement of the contract to provide all aspects of street lighting, illuminated traffic signs, maintenance and installation, within the geographical areas specified within the contract. The works will include equipment renewal, refurbishment, replacement and upgrade, inclusive of civil engineering and traffic management elements as appropriate.
It should be noted that the contracts will also be utilised to install new equipment as and when required, and therefore the overall contract value may increase.
Overview
The contract requirement consists of the maintenance of street lighting, illuminated road traffic signs, bollards, subway lighting, pedestrian refuge beacons, school crossing flashing signs, remote monitoring, dimming systems, bus shelter electrical systems, vehicle activated signs, vehicle electrical charging points and feeder pillars.
This is a collaborate procurement between Monmouthshire County Council (MCC) and Torfaen County Borough Council (TCBC).
MCC Estimated Contract Value (exclusive of VAT) = £4.5 million Services Contract
TCBC Estimated Contract Value (exclusive of VAT) = £5 million Works Contract
The procurement will be structured as one contract containing two lots but requiring a SINGLE CONTRACTOR to deliver both lots.
