Description
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively, our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

PfH is administered by Inprova Limited and is headquartered in the North West of England, with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector
PfH intends to establish a framework agreement for Technical Consultancy Services. The framework will operate nationally, for four years and will cover professional support services relating to areas such as Project Management, Cost management, Mechanical & Electrical Engineering, Architectural Services, CDM, General construction-related consultancy services and Net Zero and a range of other consultancy services. The framework will be divided into lots, which will be set out in the Tender Notice.

Engagement process description
Pfh is looking to engage with the market to get feedback on the current Technical Services framework, including services that are currently included and those that should be considered, including feedback on what the lot structure should be.
Pfh will be running a series of supplier engagement sessions in February and March 2026; these will include one-to-one and group webinar sessions.
If you are interested in attending a market engagement session, please express your interest by emailing twoods@pfh.co.uk.
The closing date for expressing interest to be included in the preliminary market engagement sessions is no later than midday on 27th February 2026. Further details will be provided to you via email following your expression of interest.
If you can include in the email Header "Preliminary Market Engagement - Consultancy" with a brief description of your organisation and the type of services you offer.
We will aim to contact you from mid-January to February 2026 to coordinate sessions and gather your feedback and suggestions.
