Description

Norfolk County Council (as Administering Authority of the Norfolk Pension Fund), on its own behalf and on behalf of Local Government Pension Scheme Advisory Board (SAB) (a body set up under Section 7 of the Public Service Pensions Act 2013 and The Local Government Pension Scheme Regulations 110-113), Essex County Council (as Administering Authority of the Essex Pension Fund), Lincolnshire County Council (as Administering Authority of the Lincolnshire County Council Pension Fund), Scottish Border Council (as Administering Authority of the Scottish Border Pension Fund), South Yorkshire Pensions Authority, Tameside Metropolitan Borough Council (as Administering Authority of the Great Manchester Pension Fund) and Torfaen County Borough Council (as Administering Authority of the Greater Gwent Pension Fund), wishes to establish a multi-lot, multi-provider framework agreement for the provision of Cost Transparency and Benchmarking Services to be available to all LGPS Funds and other bodies as defined in the Find a Tender Contract Notice, to provide national access to high quality efficient and effective services at the best possible price.

Scottish Borders Council (as Administering Authority of the Scottish Borders Pension Fund) Old School Building, Newtown St. Boswells, TD6 0SA, pensions@scotborders.gov.uk, www.scottishborderscouncilpensionfund.org will also be carrying out part of the procurement by assessing tenders and specification writing. Scottish Borders Council are not on the identification register.

To provide the analysis of client investment management cost data from all relevant sources (including but not limited to the client, their custodian and their asset managers as required).

Framework operation description

Price per Quality Point = Total Weighted Price/Total Quality Score (PPQP). To give a Total Score, the overall weighted price will be divided by the overall quality score.

- Any LGPS administering authorities as defined in the Local Government Pension Scheme Regulations 2013 (SS1 2013/2356) (as amended) including the Firefighters' and Police Pension Schemes and any of their participating employing authorities, or in relation to the LGPS in Scotland, any administering authority and any of their scheme employers as defined in the Local Government Pension Scheme (Scotland) Regulations 2018 (SSI 2018/141) (as amended),

- NILGOSC in Northern Ireland and employing authorities as defined in the Local Government Pension Scheme Regulations (Northern Ireland) 2014 (SRNI 2014/188) (as amended),

- The Board of the Pension Protection Fund.

- Any other administering authority or scheme manager of a public-sector pension scheme or any public-sector body that requires pensions related services, and

- Any LGPS Fund(s) or groups of funds, or any bodies, organisations or companies established by them for the purpose of operating on a collective basis.

Description of risks to contract performance

Please note that both Norfolk County Council and Suffolk County Council have approved a devolution deal which is expected to lead to the establishment of a Mayoral Combined County Authority with strategic powers, headed by an elected mayor. Subject to the government laying a Statutory Instrument and to its approval by Parliament to formally establish the new combined authority, the first Mayoral election is expected to be in 2028.
