Suffolk County Council is looking to appoint a Contractor to receive, process and market recyclable materials collected from the kerbside by Suffolk's 7 Waste Collection Authorities. This can be achieved either through the direct provision of a materials recovery facility (or similar processing facility) or through a brokered arrangement.
The contract value is calculated to take account of the potential waste from Essex Waste Collection Authorities.

seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
On 14 October 2021 the Contract was novated from Viridor Waste Management Limited to Syracuse Waste Limited and the Parent Company Guarantee was novated from Viridor Limited to Biffa Waste Services Limited.
In 2018 the Government released the Resources and Waste Strategy (RAWS), which includes the Simpler Recycling initiative. RAWS will come into effect in March 2026 whereby it will amend Suffolk's kerbside collection requirements.
To enable the Authority to comply with the requirements of RAWS, the parties wish to vary the Contract.
The contract duration has been extended to 31/03/2039.
There is no change to the previously published Contract Award Value.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

To enable the Authority to comply with the requirements of RAWS, the parties wish to vary the Contract.
Consequently the parties have amended the Contract with effect from Variation Date, 12 November 2025.
