Description

BACKGROUND AND INFORMATION

Subject to approvals, the Authority intends to launch procurements for the Prison Operator Services Framework 2 (POSF2) and HMP Rye Hill in 2026. To help interested suppliers understand the principles of key areas of service design and delivery, the Authority will be hosting a market engagement session on Tuesday 13th January 2026.

This event will be delivered using interactive panel sessions with relevant Authority Subject Matter Experts (SMEs), focused on four key areas relating to designing and delivering service requirements at prisons as part of either Mini-Competitions under a Framework or standalone procurements not let under a Framework.

This will be an in-person only event held at Pinsent Mason’s offices in Leeds (1 Park Row, Leeds, LS1 5AB). Due to this being an in-person event, it will not be recorded.

The proposed agenda and indicative timings for the event are as follows:

• Arrival – 12.30pm to 1pm

• Introduction – 1pm to 1.15pm

• Panel 1 – Finance – 1.15pm to 1.45pm

• Panel 2 – Reducing Reoffending – 1.45pm to 2.15pm

• Panel 3 – Staff Profiling and Resourcing – 2.15pm to 3pm

• Break – 3pm to 3.30pm

• Panel 4 – Mobilisation – 3.30pm to 4pm

• Panel 5 – General Q&A – 4pm to 4.30pm

EVENT DESCRIPTION

This will be an in person only event, held at Pinsent Mason’s offices in Leeds (1 Park Row, Leeds, LS1 5AB).

INTRODUCTION (1pm - 1.15pm)

- Welcome message from MoJ and HMPPS Senior Leadership.

PANEL 1 - FINANCE (1.15pm - 1.45pm)

- The panel will be made up of two Authority SMEs from the MoJ and HMPPS Finance Team.

- The session will focus on the completion of the Financial Response Template (FRT) and Cost Assumptions Questionnaire (CAQ), whilst ensuring that messaging is delivered in a helpful way for those from a non-finance background.

PANEL 2 - REDUCING REOFFENDING (1.45pm - 2.15pm)

- The panel will be made up of two Authority SMEs from MoJ and HMPPS.

- The session will examine how to assess, resource and deliver a reducing reoffending programme.

PANEL 3 - STAFF PROFILING AND RESOURCING (2.15pm – 3pm)

- The Panel will be made up of three Authority SMEs from HMPPS.

- The session will provide an overview of the importance of robust resourcing as well as the key principles suppliers should consider when completing staff profiles.

PANEL 4 - MOBILISATION (3.30pm – 4pm)

- The panel will be made up of three Authority SMEs from MoJ and HMPPS.

- The session will focus on how Operators can effectively mobilise a prison following success in a competition.

- This will be an interactive session and suppliers are encouraged to submit questions relating to mobilisation via the eSourcing portal, Jaggaer, to inform discussion during the session.

PANEL 5 - GENERAL Q&A (4pm - 4.30pm)

- The panel will be made up of a variety of Authority SMEs from MoJ and HMPPS.

- This session will seek to answer a mixture of pre-determined questions from suppliers and questions posed by the Authority to provide further clarity on key areas.

- Suppliers are encouraged to submit questions relating to Prison Operator Services via the eSourcing portal, Jaggaer, to inform the Q& session.

- There may be time for questions to be asked on the day from attendees via Slido to protect anonymity.

In addition to suppliers being encouraged to submit questions relating to the Mobilisation and General Q&A sessions, the Authority also encourages suppliers to submit questions relating to the other sessions. The Authority will use these questions to inform the messaging to be delivered in each session. Any questions submitted will be treated anonymously. Suppliers should submit any questions they have via the eSourcing portal, Jaggaer, when confirming their attendance at the event.
