Description
This notice is placed as a Market Engagement Notice to inform the market of Oxford Health NHS FT intention to commission mental health supported accommodation. The Trust would like to understand the level of interest in delivering these services, and engage with suppliers to support the development of the tender packages, including specifications.
The final sourcing route and contract model to deliver the provision is to be determined as part of pre-market preparation activities.
The geography covered is Oxfordshire.
It is anticipated that the following services will be required and OHFT are still deciding if this is through one provider or more:
High Dependency CQC Bed Base: a service for individuals requiring ongoing clinical treatment, particularly those lacking capacity for health decisions or needing deprivation of liberty safeguards. It is intended as a short-term, clinically focused intervention to facilitate step-down to less restrictive settings. Approx 8-12 units
Community Rehabilitation Provision: The community rehabilitation component will be a partnership between Oxford Health and housing providers, targeting people with complex psychosis and dual diagnosis. Clinical teams would provide enhanced, but not fully embedded, support, and that the model would include both self-contained and shared housing options.
Some support will be 24/7, 7 days a week. Approx 20-25 units
Some will be 7 days a week 9-5. Approx 30-40 units
Mental Health Supported Accommodation: for people with severe and enduring mental illness nearing independent living, with support focused on tenancy skills, relapse prevention, and daily living. Provision would also be available for who those people had reached their optimal functional capacity and needed longer term support.
Some support will be core staffed 9-5 with on call at night. Approx 50-60 units
Some will be visiting support only plus on call phone line. Approx 25-35 units

Engagement process description
Oxford Health NHS Foundation Trust (OHFT) wishes to engage with interested suppliers to support the delivery of Mental Health Supported Accommodation for Oxford Health patients across Oxfordshire.
This project has been initiated as part of the Mental Health Outcomes Improvement program to commission all OHFT mental health supported accommodation under formal contract using the Provider Selection Regime (PSR) regulations.
The Trust is keen to engage with interested service providers to support shaping the service provision and understanding the best approach for the achievement of better patient care, value for money and meeting the Trust's wider social value goals.
The Trust will be holding a dedicated virtual engagement event on the morning of 15 January 2026, and is seeking expressions of interest from potential service providers in attending this virtual event.
The event will be held on MS Teams.
