This notice is placed as a Prior Information Notice (PIN) to inform NHS England Midlands, (the Commissioner's), are future strategic commissioning intentions regarding co-commissioning an integrated Adult Sexual Assault Referral Centre (SARC) model for the Leicestershire police force area. The Commissioner would like to understand the level of provider interest in delivering these services and if there were any issues that would prevent a provider in applying and how these may be mitigated.
In the future the commissioner may proceed with either an MSP process or a competitive procurement, depending on the level of interest and the degree of competition demonstrated in the market.

two.2.4) Description of the procurement
This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS England Midlands, (the Commissioner's), intention to recommission Adult Sexual Assault Referral Centre (SARC) Services in Leicestershire. The Commissioner would like to understand the level of provider interest in delivering these services and if there are any issues that would prevent a provider in applying and how these may be mitigated.
NHS England East Midlands (NHSE), the Offices of the Police & Crime Commissioner (OPCCs) and Police Forces within the Leicestershire are seeking views of providers who have the capability and capacity to deliver SARC provision for adults (18 years and over).
A recommissioning exercise would aim to increase equity of access and ensure a consistent and high standard of quality care to victims of sexual assault. The service would be delivered in line with current national standards, guidance and best practice, and at the same time meet the local needs of the Force area.

This exercise is being managed by NHS Arden and GEM Commissioning Support Unit (AGEM) on behalf of the Commissioner.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.

These services are healthcare services falling within the Health Care Services, (Provider Selection Regime) (PSR) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023, do not apply to these services and thus do not apply to this notice.
