NHS South West London Integrated Care Board (NHS SWL ICB) is seeking to select further providers to be party to the existing Primary Care at Scale Framework Agreement.

The current framework agreement is from 01 March 2025 until 28 February 2029. Duration of the framework agreement for the providers who will be added to the framework as a result of this procurement process will be 1st of April 2026 to 28 February 2029.

The Framework Agreement is comprised of six (6) Lots. Details of each Lot are as follows:

Lot 1 - Croydon

Lot 2 - Kingston

Lot 3 - Merton

Lot 4 - Richmond

Lot 5 - Sutton

Lot 6 - Wandsworth

The framework agreement will be used by NHS SWL ICB only.

• Providers currently appointed to the framework for all Lots are not required to submit a tender under this procurement process. Your existing framework agreement will remain in effect until its scheduled expiry date of 28 February 2029.

• Providers currently on the framework but not appointed to all Lots may express an interest for the Lots for which they are not presently included.

• Providers not currently on the framework are eligible to submit a tender for any or all Lots.

As advertised, the anticipated, framework total value is £52,000,000 (exclusive of VAT) with an annual value estimated at £13,000,000 (exclusive of VAT). Whilst this procurement opportunity has been advertised to have a potential total value of £52,000,000 the Relevant Authority will give no commitment to the actual level of commissioning activity under this Framework Agreement.

The Services to which this Procurement relates fall within the scope of Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023. As such, the procurement of the Services is being run as a bespoke, single-stage application process akin to the Open Procedure.
