Description
Provision of Civil, Structural and Architectural (CS&A) consultancy services in support of the Advanced Transition Works (ATW) at the Shaft and Silo facility. The scope includes technical support to ATW Construction Phase 2, the Shaft Headworks and ATW Construction Phase 3. The scope includes technical support for reinforced concrete detailing, construction phase design interpretation, resolution of site queries, temporary works design, and integration of learning from previous phases. The Consultant will also provide updated design documentation, attend project meetings, and support the planning and implementation of future construction phases including Shaft Headworks and ATW Phase 3.

Description of risks to contract performance
There is a risk that delays to the physical Advanced Transition Works, Construction Works may occur, which would necessitate an extension to this Contract
There is a risk that delays to the Shaft Headworks trials and concrete cutting at the shaft top may occur, which would necessitate an extension to this Contract
During the term of this Contract, the next phase of Shaft & Silo Design is expected to be awarded, This may have implication for the ATW Design, requiring the Consultant to assess and respond to any resulting impacts on the ATW Works
There is a risk that the design life of the ATW needs to be further increased potentially changing the design and specification of the Works, requiring the Consultant to modify the design accordingly
The complexity of reinforced concrete works may lead to higher than forecast TQ's. While the volume is uncertain, the risk is foreseeable and could impact the level of design support required.

This is a direct award for the purposed of the Procurement Act 2023 and is being made pursuant to Paragraph 6 of Schedule 5 to the Procurement Act 2023.
• Additional or Repeat Goods and Services or repeat goods, services or works - concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works, and the existing supplier is supplying similar goods, services or works where:
a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and;
b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
The Consultant previously provided similar consultancy services under a contract awarded via a competitive process. The new contract represents a continuation of those services, specifically:
• Technical support for Construction Phases 2 and 3 of the ATW.
• Design input and query resolution for the Shaft Headworks package.
• Updates to design documentation, including drawings, specifications, and risk assessments.
• Attendance at project meetings and response to technical queries via CEMAR.
The scope is consistent with the original services and reflects the natural progression of the ATW project. SWA’s continued engagement ensures consistency and avoids duplication of effort.
Engaging an alternative supplier at this stage of the project would introduce a significant risk of receiving a service that is either incompatible with the existing design or deviates from the established technical approach. This could result in disproportionate technical difficulties in both the operation and maintenance of the facility.
The Consultant possess detailed and project-specific design knowledge, and their continued involvement is essential to preserve the integrity of the design intent, ensure continuity of technical advice, and maintain design authority. This is particularly critical as the project enters a key phase, including the completion of the Advanced Transition Works cell walls—which will form the foundation of the future D3300 facility over the Shaft top—and the planning and implementation of the Shaft Headworks package. These works have been developed in close collaboration with Sanderson Watts Associates throughout the history of the Shaft and Silo project.
