two.2.14) Additional information

As of the 1st January 2024 the selection process to identify and award contracts to Providers
of healthcare services has been removed from the Public Contract Regulations 2015 and are
now part of the new Provider Selection Regime (PSR). This report is to seek approval to
award a contract under the PSR procedures. The PSR process provides greater flexibility
than the traditional procurement procedures through a number of routes to award contracts.
These include Direct Awards (under specific circumstances), Most Capable Provider, and
Competition. Whilst the PSR process provides greater flexibility, ESNEFT’s default starting
position for the selection of a Provider and award of contracts under PSR is competition and
Value for Money.
The DMT confirm that they have completed the PSR decision making toolkit for making a
PSR contract award using the competitive process. A copy of this will be made available for
the commercial folder.

Confirmation of intention to award a contract under a PSR competitive process
East Suffolk and North Essex NHS Foundation Trust have identified a requirement to
award a contracting for insourcing breast care and breast screening services
In line with the Provider Selection Regime 2023, the Trust has identified that the contract
award must follow a competitive process
The East of England framework RM6276 allows for a direct award to be made as a
competitive process, by nature of the framework itself
East Suffolk and North Essex NHS Foundation Trust therefore intend to make a direct
award against framework RM6276 to secure an appropriate breast services insourcing
provider

This notice is intended to act as the Trusts notice of an intention to make an award, under
the PSR regulations 2023
