Scope
Description
Kent County Council (KCC), as part of the Kent and Medway Resilience Forum (KMRF), is seeking to understand the market's capability to provide Police-accredited Community Safety Accreditation Scheme (CSAS) officers to support traffic management and site safety during disruption on the Kent road network.
Currently, KCC deploys CSAS officers within the Operation Brock footprint on the M20 and around Dover during delays at Kent ports. With the introduction of enhanced border checks under the European Entry Exit System (EES), we anticipate longer and more frequent disruption periods. We are therefore exploring options to extend CSAS support beyond the public highway to off-road sites.
Routine deployments require around 14 Police-accredited CSAS officers during peak periods, working 12-24 hour shifts. Off-road sites could require an additional 36 operatives per shift. Given the unpredictable nature of disruption, we also need providers who can offer rapid access to accredited officers at short notice.
