Description
Blackpool Council are establishing a lotted - Highways surfacing and civil engineering works Framework. The procurement will be conducted as an open tender and will establish a framework for a 4-year period. Call off contracts may be entered into from the framework in the manner described within the tender documents.
The framework will consist of two lots as follows:
Lot 1 - Highways Surfacing - Surfacing includes re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete)
Lot 2 - Highways Civils - Civil Engineering Works includes construction of improvement works on or associated with the highway network
The intention is to establish a framework of up to 4 Suppliers for lot 1 and up to 4 Suppliers for lot 2.
The indicative range of call off contracts that may be entered into is typically expected to be in the range as set out below:
• Lot 1 - Highways Surfacing - £100,000 - £5,000,000
• Lot 2 - Highways Civils - £100,000 - £1,500,000
In addition to Blackpool Council the framework is being made available to Lancashire County Council, Blackburn with Darwen Council, Lancashire Combined County Authority, Current members, associate members and future members of the Association of Greater Manchester Authorities.

Surfacing - re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete) and associated works such as, but not limited to road markings and signs, kerbs, drainages, barriers etc

Lot 2. Highways Engineering Works
Description
Civil Engineering Works - construction of improvement works on or associated with the highway network that may include the following; Earthworks - excavation, embankment construction, soil stabilisation, ground improvement, Drainage works - installation and renewal of surface water and foul water drainage systems, gullies, manholes, culverts, soakaways, attenuation features, Structures - construction, maintenance, and strengthening of highway-related structures such as retaining walls, culverts, small bridges, underpasses, Kerbing and footways - new construction and reconstruction of kerbs, footways, cycleways, pedestrian crossings, and paved areas, Carriageway construction - full-depth reconstruction, junction realignments, new road construction (excluding surfacing-only works covered under Lot 1), Traffic management and safety features - installation of safety barriers, guardrails, traffic islands, bollards, street lighting foundations, Environmental and landscaping works - reinstatement of verges, topsoiling, seeding, planting, and other mitigation measures linked to highway improvements, Utility works interface - coordination of civil works around statutory undertakers' apparatus and chambers.

The published framework information sets out the selection procedure to decide which of the suppliers will be instructed to submit a quotation for a work order and a quotation procedure for obtaining a quotation from a Supplier. Quotations may be obtained either by requesting a quotation without secondary competition in which a Supplier is instructed to submit a quotation for the work in a Work Order or by requesting quotations with secondary competition in which more than one supplier is instructed to submit a quotation for the work in a work order.

The Contracting Authority is Blackpool Council. In addition to the Contracting Authority the framework will be made available to Lancashire County Council, Blackburn with Darwen Council, Lancashire Combined County Authority and all current and future members and associate members of the Association of Greater Manchester Authorities (as set out below).

Bolton Council, Bury Council, Manchester City Council, Oldham Metropolitan Borough Council, Rochdale Council, Salford City Council, Stockport Metropolitan Borough Council, Tameside Council, Trafford Council and Wigan Council.
The Associate Members of AGMA are:
Blackburn with Darwen Council, Blackpool Council, Cheshire East and Warrington Borough Council plus Transport for Greater Manchester, Greater Manchester Fire and Rescue Service Greater Manchester Police and Greater Manchester Waste Disposal Authority.

Description of risks to contract performance
The English Devolution White Paper set out the government's vision for simpler local government structures in order to lead to better outcomes for residents, improved local accountability and savings which can then be reinvested in public services. All councils in 2-tier areas and small neighbouring unitary authorities have been invited to develop proposals for unitary local government with the aim of bringing together lower and upper tier local government services in new unitary councils to deliver local government reorganisation. It is likely that within the duration of this contract there may be further development of local government reorganisation that could result in the area and scope of coverage of this contract changing. It is not clear at this stage what the reorganisation will look like. The Contracting Authority reserve the right to modify, review or amend the framework or any contracts awarded as may become appropriate in order to effectively respond to any future requirements as a result of local government reorganisation.
In the event that during the life of this framework there are any changes to any related technical legislation, regulations, guidance or practice that may result in a requirement to modify this framework then the Contracting Authority reserve the right to modify, review or amend the contract as may be appropriate.
The programme of works is subject to change and is impacted by factors such as funding provision and external funding applications. The Contracting Authority reserves the right to amend their requirements for works up or down as may be required subject to availability of funding.
