‘This is a Provider Selection Regime (PSR) award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The decision to award this contract has been made under the urgency provision due to the Trust's waiting lists and demand increasing significantly. This is a short-term contract to support with bringing waiting times back to within acceptable timescales for this type of service.

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. There has not been any conflicts of interest identified amongst the decision makers. The justfication for awarding this contract under the urgent circumstance is that demand for this service has recently increased by 30-40% and waiting lists have increased meaning patients are not being seen in the specified time of 2 weeks. Funding has been received from the Cancer Alliance to support utilisation of insourcing to support turnaround in performance. The challenge is to bring performance back in line by the end of January 2026. Trusts within the region are currently using the awarded supplier who has additional capacity to perform this service in the short term. They are able to mobilise with some urgency to ensure waiting lists are brought back within acceptable levels. This contract is only been awarded for a period of 8 weeks.
