Description

Stafford Borough Council are procuring a contract for the provision of a rough sleeper initiative supported accommodation and coproduction service.

The Ministry of Housing, Communities and Local Government have announced that a Homelessness and Rough Sleeper Grant will replace previous rough sleeper grant funding. Funding levels for this grant are yet to be confirmed and remain subject to ministerial approval. Grant conditions, along with illustrative allocations, will be announced later this year.

Depending on the above grant allocation, Stafford Borough Council intend to deliver two inter-related projects to end rough sleeping.

The first project is for six units of high-level supported accommodation that will form part of the local rough sleeper pathway. This pathway will contribute to ending rough sleeping in Stafford and increase the housing options available to individuals with multiple and complex needs who are rough sleeping, or at risk of rough sleeping.

The overall aim of the project is to get individuals with a history of rough sleeping or repeat homelessness into sustainable accommodation, with tailored support that addresses underlying needs. The approach will provide strength-based solutions and ongoing support so that no one has to spend a night on our streets and instances of rough sleeping and repeat homelessness will be reduced.

The second project is a coproduction model that will engage the voices of those with lived experience, involving the hardest to reach rough sleepers so their views and experiences become an integral element in developing accommodation and support services.

To end rough sleeping, we need to shift the balance of power, listen to the voices of those with lived experience and adapt our services and strategies accordingly. This will not take place overnight but requires long-term commitment to gain trust, expertise and provide a platform for genuine change.

Description of possible extension:

At the Authority's entire discretion and where additional funding becomes available, Stafford Borough Council shall have the option of extending the term for a further period of twelve months on three occasions. The term may therefore be extended by 1st April 2029 to 31st March 2030, 1st April 2030 to 31st March 2031 and 1st April 2031 to 31st March 2032 on the same terms for such period(s) in accordance with the contract.

Description of risks to contract performance

Local Government Re-organisation

1.1 In December 2024 the Government issued a White Paper on Local Government Re-Organisation entitled the "English Devolution White Paper".

1.2 In March 2025 Stafford Borough Council submitted their suggested re-organisation plan to the Government and are awaiting a response.

1.3 Final proposals were submitted in November 2025, and implementation of the changes is expected by Government to be by 2028 at the earliest.

1.4 Whilst the expected impact of most changes to Local Government will be settled at Government Level (Change in Law), please be aware that it may be government policy or expedient that any affected party will be recommended to agree bi-lateral or multi-lateral changes to their existing contractual arrangements.

1.5 Updates on proposals and changes can be found on the Stafford Borough Council Website and at other media outlets

2 The parties agree that in the event of a Local Government Re-organisation: -

2.1. that re-organisation of local authorities may result in the transfer assignment or novation of this Agreement in whole or in part to a successor authority or successor authorities. Such transfer assignment or novation shall not constitute a breach or require consent and the [contracting party] consents to the transfer assignment or novation of this Agreement in whole or in parts to any successor authority(ies) established under the local government re-organisation legislation and that as a consequence the obligations and rights under this Agreement shall continue to apply and be enforceable by or against any successor authority(ies) following a local government re-organisation; and

2.2 the parties acknowledge that if applicable the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply and agree to comply with all consequential and reasonable obligations arising thereunder

2.3 the parties acknowledge that any new organisation(s) may utilise or create and manage all and any existing or required framework agreements relating to the provision of the [goods and] services provided under this current agreement
