The delivery model is through at-scale providers operating on behalf of the primary medical care community.
This notice is an Intention to Award a contract under the most suitable provider process.
NHS Leicester, Leicestershire and Rutland Integrated Care Board is intending to commission the service by awarding four (4) contracts, the lots will be according to geographical areas as per below, at specified locations within each area, with the following values:
LOT 1 - Area of East Leicestershire: £1,029,120
LOT 2 - Area of North West Leicestershire: £225,792
LOT 3 - Area of Hinckley & Bosworth: £225,792
LOT 4 - Area of Charnwood: £225,792
The approximate lifetime value of the contract is £1,706,496, divided into the four lots as detailed above.
The service is to be delivered from 1st of April 2026 until 31st of March 2027.

Statement on key criteria and rationale:
The relevant authority considered the following key criteria when determining the most suitable providers for the Same Day Access service:
Integration, Transformation & Sustainability - 50%
Access, Reducing Inequalities & Choice - 40%
Social Value - 10%
Quality, Safety & Innovation - Pass/Fail.
Value - Pass/Fail.
These weightings reflect the commissioning priorities for this service. Integration was given the highest weighting because the SDA service must operate seamlessly within the LLR core primary care and urgent care system, working with GP practices, NHS 111, clinical navigation services, and emergency departments. Access and reducing inequalities were prioritised to ensure equitable provision for all registered patients, address health disparities, and support flexible appointments with translation and accessibility services. Social value was included to promote wider community benefits. Quality, safety, and value were treated as essential, non-negotiable requirements and assessed on a Pass/Fail basis.
Rationale for provider selection:
Providers were assessed against these key criteria and the basic selection criteria using available evidence and local assurance mechanisms. For each lot, the relevant authority judged that the selected provider is suitable to deliver the service and meets commissioner requirements.
