North Ayrshire Council (“NAC”) invites tenders for the provision of gas and electrical audit services. NAC requires a supplier to carry out gas audits and electrical audits for new installations, servicing and repairs carried out by NAC's gas and electrical installers.
The anticipated contract start date is 1st April 2026 until 31st March 2029, with the option to extend by up to 24 months. Extensions will be at the sole discretion of NAC and subject to satisfactory performance and funding.

three.1.2) Economic and financial standing

Bidders will be required to have a minimum “general” yearly turnover of 80,000 GBP per year for the last 3 years. Bidders who cannot meet the required level of turnover will be excluded from this tender.
Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer’s (Compulsory) Liability Insurance = 5 million GBP in respect of any one event
Public Liability Insurance = 5 million GBP in respect of any one event
Professional Risk Indemnity Insurance = 1 million GBP in the aggregate
3rd Party Motor Vehicle Insurance - A valid motor vehicle certificate must be held in the company name or (where there is no fleet but rather the company permits its employees to use their personal vehicles for business purposes), a letter signed by a person of appropriate authority - confirming that the company has ongoing arrangements in place to ensure their employees' vehicles are appropriately insured and maintained.

North Ayrshire Council reserve the right to review the bidder's financial information using company watch financial analytics at tender stage and throughout the life of the contract. If the bidder’s financial health score (H-Score) is 25 or less further information/clarifications will be requested to ensure the equivalent economic and financial standing is adhered too. If this information or the clarifications are not satisfactory, the bidder will be excluded from the tender process.
three.1.3) Technical and professional ability
List and brief description of selection criteria
Bidders must provide four examples (two for gas audit services and two for electrical audit services) that demonstrates they have the relevant experience to deliver the contract. Examples must be of a similar scope, size, and value and be from within the last three years. Unsatisfactory experience will result in a fail and exclusion from the tender process. If you submit more than four examples, NAC will only evaluate the first four examples provided.
Bidders must also provide four satisfactory references for the same four contracts. References must be fully completed and signed by previous customers and must be of a similar scope, size, and value and be from within the last three years. If any of the referees score less than two, the bidder will be excluded from the tender process. If you submit more than four references, NAC will only evaluate the first four references provided.
Completed experience and reference templates must be zipped and uploaded at question 4C.1.2 of the qualification envelope.
Bidders will be required to confirm that they / their staff have the following relevant educational and professional qualifications:
- Enrolled on Gas Safe Register for gas engineers.
- Membership of IGEM (Institute of Gas Engineers and managers).
- Constructionline Silver membership
- UKAS-accredited certification for all inspection and audit activities covered under this contract.
Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract. Bidders who intend to subcontract more than 25% to any individual organisation must ensure the SPD (Scotland) - Subcontractors Supplier Response is completed and uploaded at question 2D.1.2 of the qualification envelope.

1.
