Description

Procurement of additional radiation-tolerant cameras to monitor the behaviour of new ion exchange material during upcoming SIXEP bed changes and material re-distribution activities as part of the bulk storage tank (BST) optimisation work. These cameras will provide real-time visual data during clinoptilolite (ion exchange material used as part of the SIXEP Process) movement supporting operational safety, performance validation, and effluent abatement availability.

Single supplier - technical reasons

It has been determined that in current circumstances that competition is absent for technical reasons pursuant to Schedule 5 paragraph 6(a)(b) and 7(a)(b) of the Procurement Act 2023. Justification for the award is as follows:

A change in supplier would result in the contract authority receiving goods that are different from, or incompatible with, the existing works. Introducing unproven technology could result in failure or unusable data, impacting the Site Ion Exchange Effluent Plant (SIXEP) operational availability. It is essential that the selected cameras must be able to integrate within the existing plant tolerances and Mirion Technologies (IST) Ltd.'s products are proven to be compatible with the stringent tolerances within the SIXEP Plant and existing SIXEP deployment equipment. Mirion Technologies (IST) Ltd.'s cameras are qualified and approved for these environments on the Sellafield site including meeting nuclear safety standards and SIXEP's safety case requirements. Changing suppliers from Mirion Technologies (IST) Ltd would require significant redesign, testing, and validation and any compatibility issues could result in the loss of SIXEP plant's ability to operate. Such an impact on operations is clearly disproportionate given the nature of the award.
