Scope

Description

This is a calling notice for the Land Mobility Programme Team (LMP) team Early Market Engagement (EME) for the Light Mobility Vehicle Project (LMV). The purpose of this engagement is to engage with industry about the current requirement, explore key challenges and opportunities, and gain a clearer understanding of current market capabilities and offerings which may be relevant to how we deliver this requirement in the future. LMV is expected to deliver multiple options including delivery of a wheeled utility platform to modernise capability in roles currently filled by Land Rover and Pinzgauer with a Common Based Platform delivering warfighting roles across the Joint Force.

Engagement process description

The engagement may use a number of different channels and forums during 2025 and 2026. This may include, but not be limited to, supplier briefs, requests for information, and supplier forum meetings to identify the level of Industry interest, gain feedback on our approach to contracting for this requirement, and to understand what approaches Industry deem suitable for the delivery and running of the contract, once awarded.

The first event will be a Market Interest Day on 15th January 2026, to be held at Blenheim Conference Centre, Warminster Garrison, BA12 0DJ; to register your interest please respond by completing the Microsoft Form in the link below by 17:00 on the 7th January 2026.

The event will consist of plenary sessions in the morning with presentations from senior members of the Land Mobility Programme and DE&S. These will provide attendees with an overview of the programme, high-level requirements, and high-level timescales.

The objectives of the event

- Provide context on where the Light Mobility Vehicles (LMV) sub-programme sits within the wider Army modernisation initiatives

- Outline LMV sub-programme objectives

- Outline the initiatives that form part of the LMV sub-programme

- Outline LMV sub-programme progress to date

- Provide attendees with opportunity to understand the proposed next steps

- To seek Industry insights on the above

- Provide networking opportunities

- Include a Q&A session

A series of focus groups will be held in the afternoon where attendees will be invited to discuss a number of different topics which are pertinent to being able to deliver our capabilities in the future. These will include

- Exploring the Defence Industrial Strategy within the context of LMV

- Exploring the Support Solutions for LMV

- Exploring Integration for LMV

- Exploring Social Value for LMV

- Exploring Small and Medium Enterprises Across LMV

- Exploring the LMV Requirements

- Exploring Alternative Financing Arrangements in LMV

- Exploring Fleet Disposal Options in LMV

Within the booking form attendees are requested to select which focus group/s they wish to attend. We particularly welcome attendance in those groups from attendees who have an interest or expertise in these focus areas to support the discussions.

Please note that due to national security considerations in relation to this programme and/or capacity constraints at the venue, we reserve the right to limit participation at this event and attendees who are nationals of or hold passports of the following countries will not be permitted to attend the event:

- Afghanistan

- Belarus

- China (including Tibet, Hong Kong, and Macau)

- Iran

- North Korea

- Russia

- Syria

- Ukraine

The aim of this EME event is to commence a conversation between the LMP and DE&S teams and Industry partners on the strategy for the LMV requirement. Our relationship with our Industry partners is critical to achieve this.

We may need to limit the number of attendees per company to accommodate attendance from as many different organisations as possible. If oversubscribed, the following criteria will be applied to down select attendees:

a. Minimise numbers of representation from within the same business unit within a company.

b. Target companies that have the capability to support this type of contract. It should be noted that non-attendance at this event does not preclude organisations from any potential future LMP or DE&S procurement activities or events. Information shared at this event will be available to attendees and, upon request, to appropriately cleared organisations.

Registration will close at 1700hrs on 7th January 2026. Additional detailed information and joining instructions will be sent out to successful attendees by 9th January 2026.

Neither the presentation nor discussions constitute any form of pre-qualification exercise. Any formal procurement process will be undertaken in accordance with the relevant Procurement Law. Nothing in the event or any other engagements with Industry prior to a formal procurement process shall be construed as a representation as to the Authority's ultimate decision in relation to any future requirement.

The Preliminary Market Engagement Notice does not formally signify the start of a procurement process, nor does it represent a commitment to undertake a procurement exercise. Instead, it is intended to help inform the development of requirements and contracting strategies. A formal procurement process will only commence upon the issuance of a Tender Notice.

Participation in the Market Interest Day and any associated activities is entirely voluntary. All costs incurred in attending in-person are the sole responsibility of the respondent.

The Authority intends to follow the principles of the Procurement Act 2023.
