1. Single Submission Stage - Full Tender Evaluation

Suppliers will be invited to submit full and final tenders at the initial stage. Submissions must comprehensively address:

• Technical Requirements: Including delivery schedules, product quality, risk management, and social value commitments.

• Commercial Requirements: Including pricing, shelf-life guarantees, business continuity provisions, and contractual flexibility.

2. Optional Negotiation Stage - Risk Mitigation & Value Optimisation

Following evaluation, the Authority reserves the right to:

• Directly award to the highest scoring tender if it meets all critical success criteria.

• Or, initiate a single negotiation round with one or both suppliers to refine specific elements of their proposals, where clarification or enhancement is required to meet operational or strategic needs.

Justification for not publishing a preliminary market engagement notice

The procurement market engagement was undertaken prior to PA2023 and as such a preliminary market engagement notice was not used.

Supply Chain Co-ordination Limited (SCCL) on behalf of The United Kingdom Health Security Agency (UKHSA) advertised the opportunity as a Prior Information Notice on 30 Jan 2025 PIN ref- FTS 003079-2025.

SCCL undertook market engagement for this contract and the contract procurement was moved UKHSA directly in May 2025.

A decision was taken not to redo market engagement and to publish a Planned Procurement Notice (PPN) on 04/11/2025 to notify the market of the future opportunity.
