Description
Swindon Borough Council invites market engagement from suitably qualified and experienced service providers ahead of an upcoming tendering activity associated with maintenance and remedial works at Liden Brook Bridge (Southern Connector Road, Swindon). This follows an earlier PME activity from summer 2025.
Preliminary Market Engagement (PME) helps the Council develop its detailed understanding of the current supply market by gathering key information from suppliers that will help inform the planning and conduct of future procurement procedures.
Project Description
The Council has worked with a design engineer to develop the proposed maintenance works detailed design package. The primary matters identified for remedial works include excessive translational movement arising in several elastomeric bearings and excessive settlements on the approach to the bridge. There are several other defects that are present in the bridge, which will look to be addressed within the same contract, these include repairs to parapets, approach safety barriers (Vehicle Restraint Systems), bridge joints, riverside maintenance paths, etc - further information is included within the PME documentation.

This PME exercise is issued on 03rd December 2025, and will close on 09th January 2026 1200 hrs noon UK Local time.
To participate, Suppliers will need to Register as a Supplier with ProContract, www.supplyingthesouthwest.org.uk, then Register an Interest before obtaining access to the PME documents. In the event of difficulties registering as a supplier, please refer to the System Administrator Proactis support team ProContractSuppliers@proactis.com
Responses are required to be submitted no later than 09th January 2026, 1200 hrs noon UK Local time via ProContract tender portal - https://www.supplyingthesouthwest.org.uk/
Please note Supplying the South West Portal, https://www.supplyingthesouthwest.org.uk/ is the only portal that includes all the relevant documents required to respond to this engagement.
It is anticipated that the subsequent tender exercise will follow shortly thereafter in spring 2026. This will be a competitive flexible procedure and will be evaluated on a price and quality question basis, including interviews. All future procurement processes will also be advertised via ProContract tender portal - https://www.supplyingthesouthwest.org.uk/.
