As detailed within the tender documents the Council wished to appoint two suppliers to meet its operational requirements in respect of the Contract. Unfortunately, this has not proven possible and therefore after careful consideration, the Council has concluded that continuing with the current procurement would not meet its operational requirements or ensure best value for users
