Scope
Description
Cardiff University are issuing this PPN to make the market aware that we intend on going out to market to secure an experienced and competent CDMO to facilitate the manufacturing and delivery of medicines related to an ongoing medical/pharmaceutical research project.
PLEASE NOTE - PME has been conducted with select CDMO providers in advance of this tender under NDAs. A summary of said PME is available to interested parties in advance of the tender itself, for those who complete and return the attached NDA. Should an interested party fail to return an NDA for access to PME early as part of this notice, an NDA will be required upon joining of the published tender, where the PME detail will also be available.
Should an NDA be returned before the publishing of this tender, please email the completed NDAs to Procurement@cardiff.ac.uk for us to review, countersign, and provide the PME detail for your review.

A competitive flexible procedure has been chosen for this requirement to allow for a negotiation stage due to the complexities involved in procuring services for the manufacturing of trial pharmaceuticals and the associated terms and conditions. Stage 1 will be a standard tendering process with bidders who return an NDA from this notice, or the tender notice to provide responses and pricing per tender documents, followed by a terms and conditions negotiation stage (stage 2) for the finer points of the master services agreement to be agreed and finalised.
